Thieves spawn with this tool, it is used in raids or any kind of stealing. There are 3 types of swag bags: normal (2 spaces), pro (4 spaces), and master (8 spaces). Mob Boss can also buy this from shop tab or when your gang militia upgrade is high enough you can buy them from gang tab.
